The Emirates 71 · Methodology

How the list is built

The methodology is published before nominations open. Readers can audit it, nominators can see what scores well, and editors are bound by it.

Who qualifies

  1. A founder, co-founder, CEO, Managing Director, senior operating leader, or solo operator of the venture (including solopreneurs, licensed influencers, and independent creators).
  2. The venture is UAE-headquartered OR has material UAE operations (office, team of 3 or more, local revenue, or substantial UAE audience).
  3. A valid UAE commercial registration is held: a Mainland trade license, a Free Zone license, a foreign parent with a licensed UAE branch or subsidiary, or a UAE e-media license for a solo operator. License number or a public registry link is required on the nomination form.
  4. Not a current member of a UAE ruling family.
  5. The venture is operational, not announced, not dormant.
  6. No active fraud, criminal, or regulatory action as of the nomination close date.

Geography of operations, not passport. Non-Emirati founders, entrepreneurs and leaders running UAE-registered ventures are fully eligible.

The 100-point rubric

The rubric is designed to be inclusive. A solo creator with audience, output and influence can score as well as a VC-backed founder with revenue and headcount. Fill in only the fields that apply to the nominee; unfilled fields score zero in that signal, not the whole category.

Reach and Scale25 points
  • Revenue, users, customers, audience, followers, subscribers, listeners, or downloads — pick the one most relevant to the venture.
  • Capital raised, revenue band, or audience size.
  • Headcount or active collaborator network.
Growth and Trajectory20 points
  • 2-year growth of any measurable: revenue, audience, output, team, geography.
  • Expansion into new segments, markets, or formats.
Innovation20 points
  • What is new, novel, or differentiated in their work: product, service, content, model, format, or method.
  • First-of-its-kind contribution in the UAE market.
UAE Impact15 points
  • UAE jobs created, Emiratisation effort, or local supply chain investment.
  • UAE-focused education, training, mentorship, or community building.
  • Vision 2031 alignment, local investment, charity, or Zakat work.
Peer Signal10 points
  • Nomination count and quality (how many credible people flagged this nominee, and who they are).
  • Credible UAE or GCC media mentions over 24 months.
Platform10 points
  • Speaking, mentorship, published work, podcasts, keynotes, or awards.
  • Published thought leadership in a credible venue.

A trajectory-relative-to-career-stage adjustment ensures a 28-year-old operator with rapid growth is not out-scored purely because a 58-year-old operator has 30 years of accumulated scale.

How the final 71 is chosen

The 51-point cutoff. Any verified nomination scoring 51 points or more enters the top-71 pool. Final selection is made by score from highest downward, with soft caps of a minimum 8 and maximum 16 honorees per sector to protect balance.

Editorial priority. Where scores tie or sit within the same band, editors prioritise nominees with: (a) thorough and verifiable submissions, (b) stronger UAE-specific contribution, (c) earlier-stage or under-represented builders where the rubric alone would favour scale, and (d) sector balance across the six buckets.

Scores and shortlist decisions are reviewed by the full editorial team before the final 71 is signed off. Honorees appear alphabetically within each sector bucket — the final list is not a ranking.

Sector balance

The top 71 overall by score form the final list, with a soft cap of eight minimum and sixteen maximum per sector. The cap protects balance without forcing editors to pick a weaker candidate just to fill a quota.

Each nomination picks one primary sector. Secondary sectors are optional and let a multi-sector venture be scored across its relevant buckets.

Data sources

  • Verified nomination forms submitted by the public during the three-week window.
  • UAE public registries for license verification: Mainland DED portals, Free Zone registries (DIFC, ADGM, DMCC, Hub71, in5, Dubai Chamber), and the UAE Media Council for e-media licenses.
  • Public company disclosures, published funding announcements, verified LinkedIn Company pages, and verifiable creator analytics.
  • Credible UAE and GCC media coverage over the preceding 24 months.

Conflicts and recusal

Editors recuse themselves from scoring any nominee they have advised, invested in, or are related to. Recusals are logged and shown on the final list page per entry. Nominations from editors are accepted only when they are flagged as such and scored by a different team member.

Fact check

Each shortlisted honoree receives a 48-hour window to review their draft bio, confirm their details, and flag any error before publish.
